Background
Since 2001, UNIFEM Regional Office for CEE based in Bratislava, Slovakia has been supporting and developing innovative and catalytic initiatives promoting women’s rights and gender equality in Central and Eastern European countries (the Western Balkans). UNIFEM’s projects focus on strengthening women’s participation in decision-making processes, promotion of women’s economic and social rights, supporting women’s participation in peace-building and security sector reform processes and on building violence-free societies. In support to current development work in the region, UNIFEM Regional Office for CEE is looking for the Programme Specialist who, under the supervision of the Regional Programme Director will fulfill the following duties and responsibilities:

Duties and Responsibilities

The Programme Specialist will be responsible for the management of the UNIFEM portfolio of programmes, projects and other initiatives and activities, following UNDP/UNIFEM rules and procedures. More specifically:

* Analyze regional economic, social and political factors, which affect UNIFEM programmes and projects in the region, in close coordination with the RPD;
* Identify regional development needs relevant to UNIFEM’s activities and develop programme proposals to support Strategic Plan for 2008-2011;
* Assist RPD in design and formulation of regional programmes and projects integrating thematic areas;
* Monitor complex portfolios of projects with significant non-core resources and multiple donors to ensure that objectives are met and delivered timely;
* Participate in project and donor evaluation of projects;
* Participate in fact-finding, inception and implementation of missions covering all the countries in the region;
* Prepare mission reports, liaise with lead agencies and develop follow-up plans for implementation;
* Develop with RPD, strategic regional partnerships with donors, private sector, NGOs and UN Agencies to support UNIFEM’s programmes;
* Assist RPD with resource mobilization efforts in the region;
* Participate in relevant meetings and provide follow-up on donor reporting;
* Support RPD in managing and developing RO, and building strong regulatory framework; promote teamwork; coordinate programme development and manage results based management framework;
* Backstop RPD on office programatic issues, participate in selection and briefing of consultants;
* Review consultant’s reports and provide feedback;
* Represent UNIFEM at regional meetings, seminars and ensure follow-up and feedback on these meetings;
* Participate in international meetings when requested by RPD;
* Provide substantive inputs to corporate exercises such as the Annual Report, Progress Reports, UNIFEM publications, press-releases and other strategic exercises.

Summary:

As the unit is in the early days of its inception, it is in need of a Professional English Writer to be on-call for a period of 6 months, with the aim of working 20 days over this period, to help the unit produce materials and communications to the highest standards. Under the direct supervision of the UNIFEM Women, Peace & Governance Deputy Unit Manager, the Professional English Writer will take the lead in producing professional English documents for the unit which includes the production of newsletters, the production of brochures, the drafting of Terms of Reference (TORs) for national and international UNIFEM staff, and to work with current staff to strengthen their English writing skills.

* Professional English Writing. The Consultant will be responsible for the drafting and finalization of English language materials issued by the Women, Peace & Governance unit, including but not limited to TORs, brochures, newsletters and on-line bulletins.

Summary:

Background

United Nations Development Fund for Women (UNIFEM) is mandated by the General Assembly to work towards achieving gender equality goals and commitments through providing financial and technical assistance to innovative programs and strategies that promote women's human rights, political participation and economic security. In fulfillment of its mandate, UNIFEM partners with governments, civil society organizations and regional bodies. Within the UN system, UNIFEM promotes gender equality and links women's issues and concerns to national, regional and global agendas by fostering collaboration and providing technical expertise on gender mainstreaming and women's empowerment strategies.

Through establishment of its office in Sudan and the activities that have been undertaken to date, UNIFEM has managed to build strong partnership with government institutions in general, the national machinery and women's movement in Sudan. In continuation of its program and its efforts to ensure gender equality and protection of women's rights in conflict and post-conflict Sudan, UNIFEM will try and capitalize on these partnerships.

The main thrust of the new program will be support for the implementation of national, regional and international commitments to gender equality and women's empowerment in Sudan. To this end, in 2008 - 2011 the Sudan Program will concentrate on support to women's political participation and leadership in governance and protection of women's human rights.

Duties and Responsibilities

Under the overall guidance of the Regional Program Director, East and Horn of Africa, the Country Program Manager will provide technical and program support services ensuring project delivery, high quality outputs, with accuracy and consistency of work for UNIFEM's program in Sudan

The Country Program Manager works in close collaboration with the UNIFEM Nairobi team in operations and program, UNIFEM HQ units and sections. The Country Program Manager will also work with the UN Country Team for Sudan, as required to exchange information and support program delivery.

More specifically, the Country Program Manager's role and responsibilities will be:

Strategic Policy coordination and Partnerships:

* Monitor trends and issues affecting women in Sudan and develop strategic responses to opportunities and challenges including The formulation of projects, implementation strategies and activities in line with UNIFEM strategic plan 2008-2011,
* Participate in and represent UNIFEM in various UN coordination mechanisms and activities as related to the sectors covered. Ensure coordination and harmonization of projects covered within the global and sub-regional strategic plan and those within the UNDAF framework,
* Maintain relationships with UNIFEM's external partners including donors, government agencies and NGOs and represent UNIFEM in meetings as deemed appropriate,
* Provide leadership and quality oversight of efforts to strengthen Government's institutions, especially the Ministry of Gender to effectively implement national development strategies.
* Support knowledge building and knowledge sharing at the country and regional level focusing on achievements, lessons learned and methodologies utilized in project implementation. Participate in the training sessions of knowledge networks and communities of practice.
* Build strong partnership with donors agencies and other development partners based in Sudan to ensure synergy or efforts in line with the Paris declaration Principles

Program Management:

* Provide technical and management support to project/program activities in the following assigned sectors: Mainstreaming gender in governance and economic management, capacity development for government and Women's organizations , gender and justice, women's participation in peace and recovery processes and support to women's and human rights NGOs for promotion and protection of women's rights in Sudan.
* Prepare background project documents and briefs within the context of UNIFEM's work in Sudan and provide technical leadership in implementation on the above sectors.
* Prepare periodic internal reports, donor reports and contribute to UNIFEM's annual reports in consultation with relevant program officers. Ensure that reports are in accordance with specific requirements of donors and or UNIFEM.
* Monitor and evaluate ongoing programs/projects for delivery and impact; Asses implementation ,analyze work- plan, prepare progress reports, draft summary reports, participate in tripartite meetings, recommend actions and solutions, analyze objectives and results, distill and write lessons learned.
* Provide close guidance and direction to ensure strategic focus, result orientation and effectiveness and efficiency in all aspects of UNIFEM's operations and programs.
* Support the Regional Program Director in resource mobilization and reporting for donors. Identify and follow up on opportunities for resource mobilization for UNIFEM's work in Sudan in consultations with UNIFEM Regional Program Director.

Under the overall supervision of the Chief of UNIFEM Africa section , the Programme Specialist will provide analytical, technical and managerial support to the Chief and to the Regional Programme Director (RPD) in one of the sub region of the Africa Region. The Programme Specialist will be responsible for programme/project development and management in collaboration with the RPDs and the relevant thematic advisors.

The Programme Specialist supervises and leads programme support staff, coordinates activities of the consultants, works in close collaboration with the operations team, programme staff in field offices, thematic advisors, technical experts, multi-lateral and bi-lateral donors and civil society ensuring successful implementation of UNIFEM programme in the region

Duties and Responsibilities

Summary of Key Functions :

* Implementation of programme strategies in accordance with UNIFEM SP.

The Outreach and Business Development Team (OBDT) is responsible for proactively driving the strategic positioning of UNIFEM so that the size, sources and predictability of its resources help the organization achieve its strategic goals. A service center to UNIFEM HQ Sections and Field Offices, OBDT is organized into three functional clusters: Resource Mobilization, Partnerships, Communications and Advocacy. Under the supervision of the Resource Mobilization Lead and in collaboration with OBDT colleagues and the UNIFEM Directorate, the Partnerships Specialist supports and strengthens the OBDT collaborative efforts and partnerships with UN Member States and civil society organizations. Duties and Responsibilities

1. UNIFEM partnerships

* Support the Resource Mobilization Lead in identifying and mobilizing key strategic partnerships (CSO, Foundations and private sector) to enhance impact and influence the gender equality agenda;
* Package and position UNIFEM products, projects and programmes to attract and strengthen strategic partnerships with NGO, Foundations and the private sector;
* As the focal point in OBDT for gender and climate change, conduct a scan of civil society and UN activities related to the climate change agenda, support UNIFEM's engagement in the Secretary-General's initiative to green the UN (Sustainable UN or SUN initiative); and liaise with relevant UNIFEM sections to respond to environment-related inquiries from UN Secretariat, Governments and civil society; and

2. UNIFEM Campaigns

Background
The Outreach and Business Development Team (OBDT) is responsible for proactively driving the strategic positioning of UNIFEM so that the size, sources and predictability of its resources help the organization achieve its strategic goals. A service center to UNIFEM HQ Sections and Field Offices, OBDT is organized into three functional clusters: Resource Mobilization, Partnerships, Communications and Advocacy. Duties and Responsibilities
The staff member will focus on achieving the following results:

Inter-agency coordination

* As part of the inter-governmental team in OBDT, coordinate inter-agency engagement in collaboration with the Directorate and the Institutional Development Advisor.
* Participate in key inter-agency meetings, with a particular focus on the UNDG and inter-agency meetings organized by the ECOSOC.
* Ensure that UNIFEM senior management and OBDT colleagues, including the External Relations Specialist, are informed of the latest developments in the inter-agency arena so as to strengthen the linkage between UNIFEM's operational activities and inter-agency processes.
* Ensure that outputs of such engagement and processes are circulated to all relevant staff and sections.
* Identify and mobilize key strategic UN partnerships to enhance impact and influence the gender equality agenda.
* Identify and position UNIFEM to take advantage of smart opportunities to strengthen collaborations (e.g. joint programming; inter-agency agreements; project execution, etc.) with UN agencies, especially UNDP.

Inter-governmental coordination

* Monitor and prepare, in consultation with the Chief of OBDT, the Deputy Director for Programme and the Deputy Executive Director for Organizational and Business Development Services, high-quality submissions for inter-governmental bodies such as documents for the third committee of the GA and ECOSOC substantive sessions.
* Ensure that OBDT, including the External Relations Specialist and other relevant staff members are informed of key opportunities for advocacy and inputs to official documentation.
* Backstop the UNIFEM Directorate and the Organization and Business Development Services (OBDS) in the preparation of the UNDP-UNFPA Executive Board sessions. This includes, but is not limited to, supporting the preparation of official UNIFEM documentation (including reports), and interfacing with the Executive Board secretariat.
* Identify opportunities to orchestrate strategic interventions by UNIFEM and its civil society partners into diverse inter-governmental processes/issues such as the Triennial Comprehensive Policy Review (TCPR), Indigenous people's issues, Violence against Women and trafficking.


Donor Relations


* Work closely with resource mobilization colleagues to support the partnership and resource mobilization strategies, campaigns and initiatives involving specific Member States, UN agencies and others.
